The bomber struck shortly after noon in front of a rally on Corporate Drive and Consillium Place, east of McCowan Street.
Police arrived and located a 75-year-old man with life-threatening injuries. The man, identified as Mario Carvalho from Toronto, was rushed to hospital.
On March 24, a week after the attack, Carvalho died of his injuries.
Police said Larry Lotheiro, 52, was arrested and charged with assault and aggravated assault. He is scheduled to appear in court in May.
The homicide department is continuing its investigation into the incident.
