Planes used by top Kremlin officials have been identified and indicate that Putin could spend part or all of his time at the shelter near Surgut in western Siberia, according to a source.
Defense Minister Sergei Shoigu is believed to be in a shelter near Ufa in the Urals, 725 miles east of Moscow, according to investigative journalist Christo Grozev.
Shoigu has been mysteriously absent from public appearances for several weeks, sparking rumors of his health.
The theory of his whereabouts is supported by his daughter Ksenia Shoigu, 31, who was photographed in Ufa for perhaps three days from March 22.

She also abruptly banned the public from accessing her Instagram where she was posing with her baby in the blue and yellow colors of Ukraine. The use of high-security warehouses, if confirmed, is worrying and suggests that Putin may be preparing to develop nuclear weapons and a move that would lead to inevitable retaliation. Grozef, who has links to the British research network Bellingcat, said: “I am absolutely convinced that Shoigu is in a shelter. “Following the movement of his plane, we see very frequent flights to Ufa. “Knowing that there are protected warehouses in this area, this gives an obvious answer for his place of residence.” Read more related articles Read more related articles In an interview with Ukraine-24, he told TV presenter Yevgeny Kiselyov: “This is our very justified version. “I believe it and I consider it a purely analytical conclusion. “There can be no other conclusion. “If the Kremlin’s war strategy takes a nuclear strike – and it does – as [Dmitry] Peshkov [Putin’s spokesman] he told CNN a few days ago, then there can be no other version. “If there is a decision on a possible nuclear attack, they can not hide the military leadership afterwards. “They have to hide in advance. Coincidentally, the daughter of Defense Minister Ksenia Shoigu appears to have been in Ufa between March 22 and 25. “We are in Ufa today for a working visit,” she told her Telegram channel on March 22. He is the president of the Russian Triathlon Federation and promotes a charity called the Hero League. He visited the Patriot military-patriotic park under construction near Ufa. One theory is that Putin took the pandemic in November or December 2020 when he visited Sarov and the last Tobolsk – several hundred miles from Surgut – to inspect emergency depots.
