The Office of Independent Investigations confirmed to CTV News that it had developed into an incident in the Vancouver Island community, but could not provide further details as of early afternoon. In a tweet shortly before 4pm, the IIO added that the incident was fatal. The office told CTV News it would release more information later Saturday. A man who lives near the crime scene on Park Road says he heard shouting but could not understand what he was saying. This was followed by one shot, more voices and then a second shot. Two police vehicles are inside the area with tape: one that is partially covered in tarpaulin and a second that appears to have come into contact with a fence near the first vehicle. Another witness, who did not want to be named, said he saw police dealing with a man “who seemed incoherent and incoherent”, and was face down on the ground with his hands handcuffed behind his back. The witness says that the police then arrested the man and put him in the back of a police vehicle while they continued their investigation. The witness then says that after a while a female officer passing by checked the suspect and called for help from the other police officers. The witness says that the police started doing CPR on the person for a long time. CTV News contacted both the IIO and the Campbell River RCMP for more information. This story will be updated as responses are received. The IIO is investigating all incidents involving police officers in BC that result in the death or serious injury of a member of the public, regardless of whether there is an allegation of misconduct on the part of the police. This is a story that is evolving and will be updated
