Three of the five highest paid members of the Ottawa Police Department in 2021 are no longer in power following the departure of Chief Peter Sloe amid the “Freedom Convoy” protest and the resignation of Deputy Chief of Staff Uday Jasway a week later on February 24.

Sloly earned $ 341,827 in 2021, according to public payroll records (commonly known as the Sunshine List), and Jaswal earned $ 244,469 in salary. Jaswal, a 23-year-old veteran of the force, has been facing charges of sexual harassment and has been on suspension since March 2020, when he was charged with misconduct under police law. His resignation came shortly before the scheduled disciplinary hearing. Insp. Patrick Flanagan retired from power in May 2021 after 37 years of career. He earned $ 234,814 in salary in his final year with OPS, where he served as executive at Sloly. Flanagan was a vocal critic of police handling of the crisis following a three-week escort protest.

Deputy Chief of Staff Steve Bell, who replaced Sloly and now serves as caretaker chief, was the second highest-paid Ottawa police officer in 2021, earning $ 265,093 in salary. Const. Chris Benson ranked third on the so-called “Sunshine list” for Ottawa police, earning $ 245,995 in 2021 while serving as one of the city’s top homicide detectives. Benson most recently served as chief investigator handling criminal charges against many of the Freedom Convoy organizers. Supt. Jamie Dunlop, who finished sixth on the list of top winners of OPS 2021, has served as executive director of former CEO Charles Bordeleau and currently serves on the Community Equity Council. Dunlop earned $ 214,170 last year. Staff Sgt. Jeffrey Pilon earned $ 214,130 last year with the homicide unit. Supt. Christopher Rheaume, who was ranked seventh on the list with $ 207,445, was temporarily promoted to deputy chief in 2017, while participating in a complaint that, at the time, was being investigated by Ontario provincial police.
