The body was found near the intersection of Eastern Avenue and Berkshire Avenue, west of Leslie Street, according to Insp. David Correa, Toronto Police Department spokesman.
A member of the public discovered the body and called 911 after 12:00 p.m., he said.
The Toronto Police Department 55, Homicide Unit and Forensic Reconnaissance Service have launched an investigation. The Ontario medical examiner will perform an autopsy.
Korea said the body had not yet been identified and police were not disclosing any information, including age and gender. Relatives have not yet been notified, he added.
He said police did not believe there was a connection between the man who died and the man who said he had found the body. There are no words for suspects.
Police are investigating the area to gather information and are urging anyone who has seen anything unusual to show up.

Officers have closed the east and west lanes of Eastern Avenue near the intersection with Larchmount Avenue.
A huge area is still blocked on Eastern Avenue and several side streets are also blocked.
