On Wednesday, Toronto police, along with the Bolo program, announced the awards for the two men they believe are hiding somewhere in the GTA.
The Bolo Program, launched in 2018, empowers wanted individuals through social media and advertising, instead of seeking advice, and encourages people with information to call Crime Stoppers or the relevant police service anonymously.
The first reward is offered in connection with a murder that took place almost seven years ago.
On September 6, 2015, 23-year-old Russell Sahadeo was stabbed to death in Noble Park, Scarlett Road and Eglinton Avenue West, around 12:20 p.m.
“The investigation revealed that the deceased, Russell Sahadeo, and his friends were going to Noble Park and while he was in the park, the group got involved in a verbal quarrel with two male suspects who were walking in the park.  “The suspects returned a little later and confronted Russell again, this time engaging in a physical altercation,” Det said.  Sgt.  said Les Dunkley at a news conference Wednesday.
Two suspects have been identified and one suspect has surrendered, but Toronto resident Ton Quoc-Hoang Ngo, also known as Tommy Ngo, remains at large.
The 27-year-old is wanted on a warrant across Canada for second-degree murder.
“We believe Tommy is in the greater Toronto area and we hope the $ 50,000 reward offered today by the Bolo Program will be an incentive for anyone to come to the police or Crime Stoppers with the information we need to locate Tommy Ngo. “Arrest and prosecute him for the murder of Russell Sahadeo,” Dunkley said.
Max Langlois of the Bolo Program said Ngo was one of the first cases in which the initiative had been working since its inception.
“Initially, when the Bolo Program was launched, it was important to note that we did not offer any rewards.  Thus, rewards gradually began to be offered throughout the country as we evolved.  And recently it’s actually the Bolo Program that contacted the Toronto Police Department to offer a reward in the Tommy Ngo case because the Tommy Ngo case has been appearing on our site since 2018.
The second reward is offered in relation to 40-year-old Usman Qasim who is wanted with six warrants across Canada in multiple investigations.
In January 2020, Usman was identified as a suspect in an assault investigation and was wanted on several charges, including assault and criminal harassment.
Four months later, police responded to a shooting in the area of ​​Leslie Street and Sheppard Avenue East.
“Usman was allegedly driving a vehicle with a passenger when that passenger shot at people sitting in a nearby car and fortunately no one was injured,” Det said.  Sgt.  said Michelle Olszevski.
In connection with this case, Qasim faces two charges of attempted murder.
Police said the identity of the passenger in the car is still unknown and anyone with information about the incident should be contacted by investigators.
In addition, on October 25, 2021, a woman reported that she was approached by a man in an underground car park on Sheppard Avenue East and Yorkland Road, where Kassim allegedly held a gun to her head and threatened to kill her.
“Officers responded and located Usman.  He escaped arrest after being stopped by a police cruiser.  “In this case, Usman is wanted for firearms offenses, threatening to kill him and fleeing the police,” Olszevski said.
Police said Qasim is also known as Oltunde Adeniyi, Steven Matturie and Roman.  His last known location was in Woodbridge and Toronto and researchers believe he is still in the GTA.
“We consider him armed, violent and dangerous.  “And as with Tommy Ngo, no one should try to arrest these men alone,” Olszevski warned.
Rewards for both suspects are available until September 30, 2022.
