The Russian negotiators were due to arrive in Istanbul late Monday, followed by a Ukrainian delegation overnight, for a ceasefire scheduled for Tuesday morning. Ukrainian President Volodymyr Zelensky described at the weekend the conditions under which Ukraine could accept a neutral status as part of a peace deal with Russia, saying its country could hold a referendum on neutrality, but only after Russian forces occupy the territory of Ukraine.
